About Stephanie
Stephanie is a career public servant with a passion for making government work for the people who need it the most.
Stephanie is also a person with disabilities. Her lived experience with ableism impacts how she approaches work in the public sector. She is passionate about ensuring organizations actively include, and promote equity for, people with disabilities.
Currently, Stephanie is the Deputy Director at the Maryland Developmental Disabilities Council (Council). The Council is an independent state agency that creates change to make it possible for people with developmental disabilities to live the lives they want with the support they need. Her work for the Council focuses on improving the diversity of people served in public policy projects throughout the state of Maryland. She also oversees the grantmaking and communications activities for the Council.
Stephanie considers herself a "recovering academic". Prior to joining the Council, Stephanie was an Assistant Professor of Public Administration at Gallaudet University. She taught D/deaf and Hard of Hearing students in the bilingual Master of Public Administration program. She continues to adjunct on a limited basis.
Stephanie holds the degrees of Doctor of Public Administration from the University of Baltimore, Master of Nonprofit Management from Florida Atlantic University, and Bachelor of Science in Family, Youth, and Community Sciences summa cum laude from the University of Florida. She lives in Baltimore, Maryland along with her partner and three sons.
Research
Stephanie's scholarship explores the intersection of organizational culture, social equity, and disability justice. As a result, her research critically and intentionally examines how organizational values impact members of the community especially people with disabilities.
Stephanie's work has been published in academic, peer-reviewed journals and she has presented at national and international conferences. Her research employs rigorous qualitative and quantitative methodologies. She has conducted program evaluations, case studies, as well as organizational culture analyses involving focus groups, interviews,
archival analysis, surveys, and large-scale statistical analyses. Stephanie's work has been funded through competitive grants. She is also the lead editor of Organizational Culture and Social Equity: An Experiential Guide published by Routledge in 2023.

Creative Work
Stephanie believes in the power of creative expression to help improve our understanding of the world around us. She uses visual art as a means of expanding her lifelong learning about academic and non-academic topics like empathy, relationships, communication, and community.
Most recently, Stephanie developed a series of paintings related to her evolution in the Deaf community and various ASL concepts related to her teaching and research.
